Unbundling the Access Network: Technical Issues and Architectures to Boost Open Competition for Telecommunications Services
نویسندگان
چکیده
Unbundling consists in the possibility for a new operator of having special access to the incumbent’s network infrastructure, in order to provide value-added services without the necessity to duplicate the infrastructure itself. Access network unbundling has received most attention in Europe. Most European operators are interested mainly in the physical access to copper loop, which gives the opportunity of offering broadband services pervasively by exploiting the capabilities of Digital Subscriber Loop (xDSL) technology. Technical issues to be faced in offering these services are severe and include loop qualification, interference evaluation and shortage of available loops.

Access and Mobility Policy Control at the Network Edge
The fifth generation (5G) system architecture is defined as service-based and the core network functions are described as sets of services accessible through application programming interfaces (API). One of the components of 5G is Multi-access Edge Computing (MEC) which provides the open access to radio network functions through API. Using the mobile edge API third party analytics applications ...

This paper provides a framework for understanding competition and industry structure in the context of Fiber to the Home (FTTH). We present engineering cost models, which indicate that FTTH is a decreasing cost industry, thereby making facilities based competition an unlikely outcome. Non-facilities based competition (or service level competition) in FTTH can happen in data-link layer (or trans...
متن کاملThis Time is Different (?): Telecommunications Unbundling and Lessons for Railroad Regulation
Lack of competition in some rail markets has led to calls to force rail carriers to open their networks to competitors at regulated prices. Such rail “unbundling” is intended to reduce rates by facilitating competition when the underlying economics of the network makes facilities entry infeasible. These proposals mirror arguments made in support of telephony network element unbundling under the...
متن کاملLocal loop unbundling in the UK does not affect broadband penetration— but it does lead to better service
311 Under an open access policy, incumbent broadband providers in all EU countries are required to let new market entrants access their networks through bitstream or local loop unbundling (LLU). This type of regulatory provision aims to increase competition among all broadband providers, and is strongly recommended in markets where the prohibitively high cost of setting up a distribution networ...
متن کاملOpen access policies, regulated charges and non-price discrimination in telecommunications
Open access policies in telecommunications, including interconnection and unbundling, are implemented by regulators in an effort to increase competition in the sector. Lack of cooperation from incumbents is pervasive, given their incentives to engage in non-price discrimination and the moral hazard resulting from the inability of regulators to monitor the contract. We build a relationship betwe...
